Why U.S. trails in competitiveness

Author's Note: This article was written almost 22 years ago and headlined the Sunday
"Viewpoints" section of The Dallas Morning News. It discusses US Competitiveness
and what is necessary to compete in a changing world. Nothing happened; instead
the situation is now almost catastrophic with well-paying manufacturing jobs exported
as well. What has changed is the cost of information transfer, now almost negligible
and therefore also easing the transfer of university graduate level jobs. Here is the
